The company also maintains strategic partnerships with world-leading paint suppliers Jotun and PPG (10,000 tons/year each), who provide on-site technical services.

Every production base is equipped with a central laboratory that tests every batch of steel (mechanical properties, chemical composition, ultrasonic inspection), welding consumables, and paint (zinc content, resin content, volume solids). Honglu’s proprietary QR-code traceability system ensures that every single component can be traced to the responsible operator, inspector, and specific material batch.

2. Current Procurement – Raw Materials for Industrial Anti-Corrosion Coatings

To support our in-house paint production and maintain the highest quality standards for steel structure coating, Honglu Steel Structure Group is now inviting qualified manufacturers to bid on raw materials for industrial anti-corrosion coatings.

2.1 Procurement Scope

The tender covers raw materials for industrial anti-corrosion paint production, including but not limited to:

• Alkyd resins

• Epoxy resins

• Matching curing agents

• Zinc powder

• Titanium dioxide

• Xylene

These materials span the full range of paint production—primers, topcoats, and industrial anti-corrosion coatings. A detailed product list is provided in the attached tender documents.

2.2 Payment Terms

Payment in advance (cash before delivery). The quoted price shall be a fixed comprehensive unit price covering all costs including raw material production, packaging, transportation, loading/unloading, taxes, inspection, and after-sales service.

2.4 Quality Standards

All raw materials must comply with current national industry standards, national specifications, and the technical parameters stipulated in this tender document. Materials must meet the production quality requirements for industrial anti-corrosion coatings, ensuring that the finished paint products achieve the required performance.

2.5 Supplier Qualification Requirements

Bidders must be legal entities registered within the People’s Republic of China with independent legal personality, and must be original raw material manufacturers—agents, traders, and consortium bids are not accepted. The business license must cover the production and sales qualifications for the corresponding raw materials.

Additional requirements for hazardous chemical categories (xylene, various resins, curing agents):

• Valid "Safe Production License" and "Hazardous Chemical Production License"

• Compliance qualifications for hazardous chemical production and storage

• Capability for compliant hazardous chemical transportation or a fixed cooperative transportation partner with valid transport qualification documents

For zinc powder and titanium dioxide manufacturers:

• Product quality testing qualifications

• Ability to provide annual third-party testing reports
